China has called on South Korea and the U.S.to suspend large scale military exercises in return for the North halting its programs in order to facilitate talks.

Just one week ago, US Secretary of State Rex Tillerson said during a briefing with the press, "We are trying to convey to the North Koreans: 'We are not your enemy, we are not your threat.'" Tillerson added that the United States hopes that "at some point", North Korea will understand and sit down for a dialogue. After Trump hinted at the possibility of using nuclear weapons on August 9 and US Defense Secretary James Mattis issued a warning of his own, the Strategic Forces seem to be cranking up the intensity of their threat.

Pyongyang on Thursday warned Washington that it could fire intermediate-range ballistic missiles near the waters 30 to 40 km off the coast of the U.S. island of Guam in the Pacific. A statement by the spokesperson of the Strategic Forces the previous day went a step further by having the commander personally deliver a specific warning. "North Korea aims to propel the United States to negotiate with it, while the U.S. wants to put North Korea in check".

Siegfried S Hecker, a former director of the Los Alamos National Laboratory, who has visited North Korea and toured its nuclear facilities, agrees. The family reunion project materialized decades later, in a 2000 summit meeting between President Kim Dae-jung and North Korean leader Kim Jong-il, who agreed to regularly hold the humanitarian event.

North Korea has responded with more chilling threats. The Moon administration "needs to keep telling the USA that it will not accept military action leading to a second war on the Korean Peninsula", said former Unification Minister Jeong Se-hyun during a lecture at the National Assembly on the morning of August 10 that was organized by the Minjoo Party of Korea.

The relationship between China and North Korea has become strained in the last several years. More fundamental solutions are also being proposed.

The statement Friday does not mention any specific actions China would be willing to take, although some Chinese scholars and state media have called on Beijing to take on a shuttle diplomacy role to facilitate talks between the USA and North Korea. "South Korea needs to work on improving inter-Korean relations and resolving the North Korean nuclear issue separately and simultaneously instead of tying them together".
